Here's a little background on the City Party: Philadelphia's progressive reformist group Committee of Seventy was established in 1904 with a watchdog mission to weed out rampant political corruption and restore fair elections that represented the public's interest. For a brief moment between 1905 and 1907, Seventy formed the City Party, which successfully placed reform-minded citizens in municipal office. The City Party disbanded in order to maintain Seventy's non-partisan status, but the group's success continued, as it was instrumental in the adoption of civil service reforms and the passage of the 1919 and 1951 Home Rule Charters.
